Introducing min posts required tag

A new tag is implemented in forum which allows an user to hide the text of a post from other users who has less number of posts than he set.
Let me show you an example.
The tag in action if we remove the stars inside.
Example 1: [*posts=10000]Your text here[/posts]

You need to have minimum 10000 posts to view this content.
Currently one tag is supported.
Example 2:[*posts=10]Your text here -10[/posts]

You need to have minimum 10 posts to view this content.
This will surely help users to keep security of their contents in forum
We will implement more security in case needed.
